PSF Smiling Sun Franchise Program 

   

 

Summary:

Smiling Sun Franchise Program is being implemented by PSF in 15 Upazilas of 07 districts since October 01, 2007.  PSF is serving 964,064 populations through 15 static clinic, 600 satellite clinics and 625 Depotholders (DH). In each upazila, there is one static clinic, which spread over with required number of satellite clinics and Depotholders based on population. The service package offered by PSF includes maternal health with ANC, PNC, TT immunization, child health includes EPI, vitamin A, IMCI, and family planning includes pill, condom, injectables, IUD, Norplant, limited curative care and lab test.

Population Covered: 

Of the 964,064 population, PSF is currently serving, 191,849 is Married Women of Reproductive Age (MWRA), 26,030 children under one year, 124,364 children under five, 302,909 adolescents and youth and 12,662 pregnant women.

Service Delivery Points of PSF-Smiling Sun Franchise Program.         

Static Clinic:

One vital clinic is located in each of the 15 upazilas PSF covers which, is situated considering central location of the working area and distant communication with GoB and other private and NGO health facilities. The static clinic as well as its catchments areas has approval from the Directorate General of Family Planning. Out of 15 clinics, 10 are situated at its own facilities which were constructed mostly in the community donated land.  One paramedic and one clinic aide (counselor in some selected clinic) are available to offer services on 6 days a week from 9:00 am to 4 pm. ESD services are provided from these clinics through trained Paramedics. A Service Promoter is assigned to conduct promotional activities at the clinic catchments areas to increase customer flow and utilization of services of the respective static clinics.

Satellite Clinics:

PSF organize about 600 Satellite Clinics (SC) in 15 upazilas across the country. On an average, a service delivery team holds 12-14 SCs per month. The numbers of SCs in an upazila vary from 36 to 60 depending on number of service delivery teams work in that particular upazila. PSF is conducting SCs generally at the households of village duelers and in some cases at Local Social Welfare Clubs, Primary Schools, Community Clinics, GoB health facilities and GOB EPI centers. In most of the cases, satellite sessions are held once a month at a place to increase the coverage of wide spectrum of population. However, satellite sessions are held twice a month in some areas where client flow is too high to mage in a day. At the day of SC, CSP and Service Promoter gathered customer as per their schedule. The team uses a signboard placed at the SC point where they write next schedule of satellite clinic in that area so that the community people can make their plan to attend the clinic accordingly.

Depotholders:

At the grass root level, PSF has 625 Depotholders who are especially trained to provide non-clinical services (pill, condom & ORS) to the villagers and refer customers to either static or SCs for clinical services. DHs also provide support to the Service Promoters to update Family Register on a regular basis.

PSF service delivery points have the wide range of services. Highest level of expanded services is offered by the static clinics considering the fact that it has adequate physical infrastructure required for services. Satellite clinics have comparatively lower number of services while DHs provide very selective services and play a significant role in referring customers either to the vital clinic or satellite clinic based on customers’ service requirements. Referral Mechanism:

PSF is maintaining two referral systems in the program - internal referral and external referral. Customers referred by DHs to Static or Satellite Clinics is considered as “internal referral”, while customer referred by paramedics to other GOB, NGO and private health facilities is considered as “external referral”. PSF has already established a strong referral network with government and private health care facilities within the program areas which will continue and further strengthen. PSF use referral slips for every single referred case and collect those from the referral centers to ensure follow-up to the referral cases. Records of the referral cases will be maintained at the static clinic.
